every time i play football manager24, Chelsea literally are buying all the young wonderkids.
in 3 years, you can end up picking them up on the free, because they have so many players, they have to let some go. every season chelsea buy everyone 20 and under.
I had a kobenhavn team with every team stocked with young studs, and every minute offers from chelsea. They havent won the league in any of the 10 year saves, but they love buying everyone. so weird

City is the best run club in the EPL without a close 2nd.
Whatever happened 10 years ago is irrelevant to today.
And I have argued for 10+ years that the rules they're accused of cheating are nothing more than institutional barriers to protect legacy clubs.
So, they spent a lot of money to "catch up" and overcome that institutional barrier. Not a big deal, and irrelevant to how they are run today. They're a pioneer in how they run their organization, also. Multi-club ownership is a breakthrough in efficient management (especially how they expanded the RB model) and youth development. It's a real game changer.
Now that young players are coming through the ranks (like Alvarez) and Man City's youth is producing talent (like Foden), you're about to see some real fruits follow the investments.
Look at the net spend the past 5 years and tell me how City is run poorly

If your business was started by illegal means but if later successful
The foundation of how your business was started still matters. You are being willfully ignorant to what City post take over was built on.
Regardless City still has a bunch of UAE related sponsors to generate fake organic revenue

City’s academy is a shame. Foden was the one prospect out of dozens that had been hyped up of the years who would be the one. The only legit player other than him was Palmer. It’s no where near the best academy in the country let alone in Manchester.
