Soros affiliated NGOs then have millions of illegals already teed up with ballots already filled out.
The dipshit Republicans and their reactionary legal team will not be able to react in time. Compromised judges will sit on their hands and rule this legal, and Republicans have no standing. Once the votes are cast they cannot be undone.
The level of corruption and banana republicism in this upcoming election will make the 2020 election seem safe and fair.

It would be impossible to get them to come out of the woodwork to vote in November, especially taking into account that most states have a deadline by which you have to register to vote in the election, usually weeks, if not months, before the election.

This is impossible. You have to be citizen to vote, which could not happen in that amount of time, and Biden can’t declare amnesty anyway. Congress has to vote for that.
There is no legal way to do this.
Now, if your theory is that Biden/Dems will work out a way for illegal immigrants to vote illegally, that’s way more plausible than what you are putting forward in your scenario.

It's certain only within their playbook, but I don't think that Biden will be "in charge", come October.
Even with 25A powers, I don't think Kamala is willing to blow up her acting POTUS stint with that manner of stunt, either, but we can't rule out this level of desperation.
