Counting illegals for the purpose of Congressional representation is bullshite.
That said, we have needed to increase the size of the House of Representatives for a long time now. Members of "the people's House" shouldn't have 700k constituencies. That isn't representative government. For context, Germany has 735 members of the Bundestag, and the House of Commons has 650, with both about 100k people per district.
