If people just flat out refuse help do we just take a page out of red China/Russia and send them to jail or hard labor? Just want to hear a legit solution

Cut off their automatic monthly stipends, you know, the ones that are automatically loaded every month.
I would guess some of them would notice they were hungry and might even do some thing legally to earn money.
If minimum wage were abolished, it would make things more interesting for the, ahem, entry level positions.

It’s literally like something you would see in a movie. Imagine blocks and blocks of Strung out people who haven’t slept in a week, others lying dead right there on the ground, people injecting black tar heroin and meth right there in the middle of the street in broad daylight, it is crazy.
There are some YouTube videos where people drive around Kensington with their dash cams, it will blow your mind how fricked up it is there

I was recently in downtown West Palm Beach for work. While waiting on an Uber, there was a homeless guy out in front of the office building asking for money from people. I talked to him. He wasn't crazy. He could communicate clearly and rationally. He had an open invitation to live with his sister. He said she had a nice house. The problem? If he lived with his sister, she wouldn't let him drink. So, he chose to live on the street so he can drink whenever he gets money.
Does every homeless person have this option? No, but many do.
