That's 100% not true. The top two finishers for Rookie of the Year are automatically awarded a full year of service no matter how much service time they accrued that season. It happened with Adley Rutschman two years ago. Adley wasn't called up until late May but he finished runner-up for ROY to J-Rod so he ended up getting the full year of service time anyway.

No they don't, as I explained with the new rookie of the year rules.
The top 2 rookie of the year vote receivers in EACH league get service time counted this year.
It's very possible for him to get called up right now and STILL be in the top 2 in the national league if he dominates.
