Can anyone explain how you're guilty of killing 2 people at the MALL OF LOUISIANA, and then you're back on the streets within 3 months of that killing?
I know a Grand Jury got involved but idk how he got released

The prosecutor on the case didn’t like the evidence so essentially killed it in grand jury. So he was released.
ETA That happens a lot in BR. Rather than indicting and working to strengthen the case with the detective, they convince the grand jury that there isn’t enough evidence but will revisit when there is more, knowing that that won’t actually happen.

I don’t know about the rest but BR submits NIBRS data to the state every month. They in turn submit it to the FBI. The FBI is starting to do data modeling on crime stats which can be very dangerous in terms of statistical reliability. You can’t forecast everything
They are data modeling based off previous year data and other factors. These are basically estimates but the FBI thinks their modeling is as accurate as real data which is absurd.
