Those funds just to Ukraine probably could've helped make our urban area better infrastructure in or around the country. Definitely could've used 1 Bill for Hawaii at a minimum.

Baltimore will get a new bridge and it will go over the budget and take longer than expected. Just like everything the federal government builds.

3.2 billion wouldn't even come close to afford replacing all the bridges and elevated expressways we need replaced, assuming that money ever gets spent where it's supposed to be, which I doubt. The new twin span bridge alone cost a billion dollars after Katrina, and that was in 2005 dollars.
However, the 95 billion the Senate wants to send to Ukraine and other countries actually could get our infrastructure up to date. But again, we're sending it to Ukraine instead.

Nothing is stopping Johnson from getting together a 95 billion dollar infrastructure bill and putting it to a vote tomorrow. Unfortunately other Republicans would likely vote against it.
