Government funds the projects. Projects dictate what contract requirements are. Contractor doesn't have any say in contract terms when it comes to gov't projects. Nor do they really care as long as they get paid.

Obama did the same shite with his infrastructure stuff. I remember driving through Illinois during his term and seeing signs in construction zones saying the same type of thing. This is nothing new.
