There are websites you can order a new one custom made for a reasonable amount. I used fireside chimney supply.com

Not the damper. The architectural thing that goes over the actual chimney.

Chimney cap and a custom sheet metal company can give you a quote on them
You can also find them online. Particularly if you are using an insert with a standard flu. If it's an older masonry fireplace and chimney like I have, you may not be able to find an exact fit.
Heads up, they are not cheap.

Call a chimney sweep.
We had one inspect our 2 fireplaces for cracks and other issues. He installed the chimney cap on one that rain was coming down.

We had some tall stupid chimney tower that came with house, it flew off in hurricane Laura…the sweep cylinders in attic all bent up. I told roofers to just close the bitch up, cylinders are still in attic. I don’t need a wood burning fire place for a few cold days a year.

I had my local HVAC guy bend me a chimney cap using the sheet metal they use to make ducts. It had two 90 degree bends. I used some aluminum L shaped metal from Lowe's to stiffing it up. Painted it to match the brick. Cost me less than $100 and it's been on the chimney 15ish years

Estimate from both Roofer and Chimney Sweep are about the same. Who would be better to change Chimney Cap?
My Chimney is about 10 feet higher than my roof. I am not getting on a ladder on my roof.
