I agree with your PS5 statement. I don't have any experience with handhelds like Steamdeck, so I can't comment on that, but it certainly seems like Sony isn't moving the needle on games that would garner a increase in PS5 sales.
Honestly, the only game I still play on mine is The Division 2, which is dirt cheap on PC (and a PS4 game with no upgrade to PS5) but I can't move my save from PS to PC and I won't start over. Otherwise, I can almost not have a PS5. I will play Spiderman 2 (I'm at like 25%) but there are just games on PC that I'm still in to.

It sucks to answer this way, but it depends on how you are defining it.
They've bought a lot of developers (Insomniac, which puts out Spidermand and Ratchet & Clank games, for example). Those are technically SIE companies (as opposed to something like Arrowhead, developers of Hellstrike 2, which SIE is only the publisher).
I don't think they develop much (if anything) directly under the SIE banner (like they did with SOE, for example).

In my view this is a response to Sony's failed shift into making games as a service titles.
