Ostensibly someone with the means to drive a nice car has the means to be properly insured. That’s a legitimate observation for him to make if he’s concerned about getting shorted on his total loss relative to his note.
You took it from there and extrapolated it to an accusatory place.

I feel I’ve lit a fire. My overall concern is that insurance agencies treat to frick people all the time. I’m relying on another persons insurance at this point not to frick me. It’s very concerning. And to answer any questions about BI, my passenger has very legitimate injuries, but I didn’t bring that up initially because I didn’t want it to cloud the issue…

And that’s a terrible assumption to make when it comes to liability coverage. When it comes to his vehicle, it’s completely irrelevant. He is covered under his own policy and his carrier could subrogate against State Farm.

Correct, which he would get back through subrogation. Meaning regardless his vehicle will be taken care of. If you don’t trust your own insurer to take care of you, that’s not good.
Which brings me back to the OPs point about owing 11k without initially providing any detail about what the value may be. If ACV is 19-23k, he will be fine regardless of which avenue he pursues on property damage.

my car was rear ended about a year ago. The other driver had State Farm. My car was totlaled and I was paid the current market value. The adjuster provided me a report that had several used vehicles similar to mine in the area available and the value was similar to the prices for those vehicles.
