My only problem with RINO is that you must consider the state they're serving. If you're a GOP rep from NY or Calif then you must be a RINO or you would never have been elected.
Liz Cheney is a real RINO because Wyoming is not a deep blue state.

While I don't like it, you are correct about this reality. Ted Cruz ain't getting elected to the U.S. Senate if he lives in California or New York.

Not 99%. It's a high percentage but not that.
Go to Covid funding that Trump tried to get a Republican primaried over because he spoke out against the waste of trillions on Democrat causes - there were 40 House Republicans that voted against the measure out of about 200, so that's probably a decent measure - 80% of Republicans are RINOs.
