If you really want to see how poorly houses are constructed these days I suggest a deep dive of home inspectors on TikTok. Of course, builders like DR Horton are the biggest offenders of piss-poor construction.
The guy in your OP is great but there are a ton of them on there showing crazy shite these builders try to get away with.
Also, duesouthbrad from Alabama shows some hilarious clips on horrible house flippers and his dry sarcasm can't be beat.

looks like they missed the rough-in for the riser to the 2nd floor..... so this is indeed a "screw-up"

Whoever did the work obviously knew there was nothing to tie onto. Large scale companies usually have different crews for different phases of construction. Plumber probably took a look at it and said frick it not my fault/problem.

i learned the hard way about bad flippers. they rewired the house to have the kitchen, garage, utility room, living an dining rooms - all off one circuit breaker. so the stove, washer, dryer, fridge, microwave and TV was all on the same breaker.
had to pay 5k out of pocket and get it rewired.
i regret not hiring an electrical inspector.

We took over a 10 story building with 3 stories poured about 20 years ago and those 3 floors were slap full of conduit going nowhere. Not just blocked with concrete but stubbed up and ran about 10 feet and that's it. Made a fortune digging up concrete and correcting that idiocy. This thing had been inspected at least 3 times. Same inspector inspected it as we finished it. Never mentioned it.
They also had wooden junction boxes with conduit stubbed into them. I have no idea what that was about but I suspect they intended to make taps in those boxes and cover them up somehow.

That guy is so sarcastic and so consistently sarcastic that I can’t figure out if he’s ever not sarcastic
