Fair assumption, but no. I'm just observant of how every legalized state's economy has improved drastically following legalization

Louisiana has a lot going for it. Beautiful scenery, great hunting and fishing, friendly people, and some of the best food on the planet. Unfortunately the larger cities have crime problems and high rates of welfare dependence. That is not indicative of the whole state though.

Louisiana is one of the most naturally beautiful places on the planet. It has an advantage of great weather, proud, hard working people, amazing music, the best food and a joie de vis that doesn’t exist anywhere else. All that being said, it has huge issues that it refuses to accept nor deal with.

1. Its public school system is atrocious. No business of any significance will move there unless bribed by tax dollars due to smart people not wanting to send their kids to the WORST public schools in the country nor wanting to pay the price for great schools in Louisiana.
2. Along those lines, LSU, the flagship, works hard to educate the kids that want an education, but doesn’t try hard enough to keep the best students in state or the legacy kids from out of state that Alabama and other schools are throwing money at to attract.
3. It’s not safe in the population centers if the state. There’s no arguing that, the way the worst of the state view the value of a life is mesmerizing.

The long and short of it is the state needs to invest in education with the goal of brining the best towards the top not worrying about how the bottom feel.

The state will always have the die hard that will never leave, but without keeping the ones that leave for better options or trying to attract those that have no clue of the states beauty, louisiana will be in a race to the bottom of every list for a while.
