Franchises:
Stallone
1)Rocky
2)Expendables (which pulled in Schwarzenegger as a side character)
3)Rambo
4)Creed
Arnold
1)Terminator
2)Conan
They both have awful films.
They both have gems (predator, true lies, Copland, over the top).
I lean Stallone.
Arnold doesn't have anything better than Rocky.
And the Expendables/Rambo combo puts him over the top

Compare Terminator Genisys and Dark Fate with whatever are the worst two Rockys, 5 and 6 maybe. It's not even close which is better. Terminator has higher highs but also lower lows. Rocky is a fairly consistent series, especially with the first two Creeds included.

It is, certainly from a commercial and "iconic" standpoint. It is an obvious comparison since Arnie hit the big screen in earnest.
I would likely go with the majority and give the edge to Stallone. I mean, Rocky and Rambo, even with misses/perhaps staying too long, dwarf Terminator after T2. Predator had an interesting franchise history, but Arnold was only in the first one.
Of course, Arnie cleans Sly's clock in comedy. Twins, Kindergarten Cop, Junior, True Lies versus Rhinestone, Oscar, Stop! Or my mom will shoot! (Does Tango and Cash count as comedy?).
Also, Sly never did (and likely couldn't have pulled off) anything like Conan or End of Days and Arnie really never did anything like Cop Land or Cobra. Some, in some areas the careers aren't always directly comparable.
Ultimately, Arnie has nothing on Sly's career as writer/director/producer or critical success. I think this makes it a little more solidly tilting towards Sly than it appears at first glance.

Stallone for range and acting ability...
there's probably nothing that Arnold did, that matches Rocky or First Blood.
Arnold never seemed real; he was always a cartoon.
For pure action, I'd go with Arnold.

Comedy to comedy, you are absolutely correct.
But Stallone has done a ton of vocal work.
Suicide Squad
Zookeeper
Antz
And Stallone had a good role in spy kids 3.
Schwarzenegger is much better at comedy, but Stallone actually is better in a kids genre.

Actually, my thinking has been a little clouded and kept me from being up the obvious in the topic.
Rocky IV clearly answered the question. Ivan Drago is essentially a stand-in for Arnold as The Terminator, and Rocky beats him.

There are very very few Hollywood figures who have had better careers than Stallone, by any measure. So I can’t say his “meddling” has been a negative for his career.

Stallone. The Rocky series, First Blood and Rambo put him over the top. But T2 is the best sequel of all.

Netflix dropped documentaries on each in the last two months and they are fantastic. Highly recommend.
I think Stallone has been more relevant recently. The Balboa and Creed franchise did very well and he’s great in Tulsa King

I put Arnold Schwarzenegger in the same category of human as Michael Jordan, Mike Tyson, Bo Jackson. In my childhood, those guys were like superheroes who could do anything. Predator is the greatest action movie of all time. And if it’s not, then Terminator 2 is.

Who cares? I don't check the credits to decide which movie is better. All I know is that I'll probably never rewatch any of the Rocky movies again, even though the 1st four were great at the time. I've been meaning to check out Rambo 2 again because its been years, but I suspect its pretty dated. The Creed movies are not Stallone movies - and I'll probably never rewatch those either.
I can guarantee you I'll see T1, T2, Predator, True Lies, and Total Recall another dozen times before I die. Wouldn't mind a rewatch of Commando, Twins, Last Action Hero, or Kindergarten Cop either.
Arnold by a mile.

The OP was about resume/total resume
So it does matter if one is writing and directing his own material that is equal if not better than the one who is just acting a part.
