Linked article states commentary is from 2013. Only one of them wasn't a resident or intern. Some have since died .

It is a teaching hospital. An associate professor, and the chief of staff were there. The rest were residents, students, nurses and ancillary staff

Probably.
1963 the ER was not a good job. You had med students and residents there along with people who came in being met by their own MD. Emergency Medicine was not even a thing yet? I don’t know when it became a specialty.
Every resident in the building was probably in Kennedys room at one point.
