I'm betting he planned this well. Had a bicycle in his Subaru.
Rode the bike from the boat ramp to town with his weapons broke down in a backpack.
He did his deeds and went into the river, probably had an oversized dry suit stashed that he could get suited and zipped up in a minute over his clothes. This would give him plenty of extra flotation so he could hang on to his weapons and ammo, plus block his heat signature from detection.
He swims down river a little ways to where his getaway vehicle was parked, and he got gone.
He's in another state watching the news about him.

I dont understand how they have helicopters and havent found him last night or using drones, assuming these helicopters have FLIR
