I don't think most of the problem is reproduced/fake ballots. They don't need to do that because the low percentage of registered voters who actually vote means there are more than enough legit ballots to produce to turn an election. Then they just illegally harvest or fraudulently fill them out.

The biggest thing it would do, though, is provide a remedy. Right now even if you can prove there are 100,000 fraudulent ballots in a given election you can't do anything with that number because there's no way to track down which ballots were the bad ones.
