Boat engine question/issue

Father in law's boat won't rev or stay idoling at low rpms.
We know nothing about fixing boat motors. We just fish.
Older motor 4 cylinder 90hp. Never had power packs replaced. Growing up, it seemed my dad had power packs replaced on our boats periodically.
Seems to work okay with the hose hooked up at home, but when you get it on the water, the motor won't stay running when you put in in gear or try to give it gas. It just sort of bogs out and goes dead.
He's had all kinds of service done to it already. Fluids, pumps, replaced.
Wondering if it could be a power pack issue?

It have a carburetor? Low speed jet maybe? Internet is full of videos on how to remove and clean them.

Lots of motors run like a champ in driveway hooked up to a hose. Under a load is a different matter. Check compression on cylinders to be safe.
Fuel system would be next. Make sure no obstructions, cracked lines, clogged fuel filter, etc..

Just the Captain Obvious items to mark off your list:
Replace spark plugs
Replace fuel filter
Change out gas
Check the fuel line going to motor (ethanol can break these down over time and will clog filters)

All new plugs
All new fluids, oil, etc.
New water pump
Fuel line appear in good condition. Fuel filter appears to be okay. Can replace to make sure.
Its about a 15 year old Evinrude 90hp.

Is it a FICT or carburated? Should be easy to tell.

When my mercury did this it was shorting out behind the power pack. Would idle fine in a bucket but was basically missing a cylinder once it went under load. I could hear the arc with the cowling off, might be worth a look. Probably a voltage drop or some kind of test would've shown the issue.
