Yeah they just arrived, but they were probably called at 9pm last night when the shooting happened.

as long as you can absolutely assure them the criminals with guns left the scene hours ago, then they show up in less than 5 minutes.
if you tell them there is an active shooter at the scene, it takes them at least 5-7 days to show up
