Forgivable loan after 4 years of Louisiana state income tax returns are filed. Otherwise, you pay back the loan like everyone else.

This.
And this is coming from a former underachieving West Monroe High School student. I'm doing fine now, but I probably didn't deserve to have my education paid for by the state. I lived at home and had an additional scholarship from Tech, that I'm sure was subsidized by the taxpayers. Basically totaled up to a free degree.
The investment from the state wasn't worth it because I'll never move back.
