That doesn’t even make sense without specifying what having an official language would mean. Maybe it’s just a recognition that “hey, we should strive for this if we want to be a melting pot” without any enforcement mechanism. Right now we’re on a shitty path, especially in some areas.

I’m not an immigration expert, but I don’t believe that’s the case. The Application for Employment Authorization only asks the following:

I undoubtedly think It’s understood that a basic expectation of learning the English language if/while working in the U.S. exists, but I’m not seeing where it’s required. I’m thinking that’s an employer decision.

Shall we compare the legal process each of those groups will encounter/has encountered?

This is true. Illegals can apply for a SSN for work purposes only. "Work Purpose Only" is printed on the card. The problem is too many government agencies are clueless and believe the cardholder is a citizen and are giving benefits they are not entitled to.
