This is a strange position to take. Why should secular society incentivize you to make an intensely personal decision on whether you want to have and raise a baby?

I get tax breaks and considerations on the back end, but this thread reads to me as it’s up to the government to cajole you into having kids.

Well, mothers used to not have to have jobs in addition to being mothers. Today, economic realities have forced women to be breadwinners and mothers, two jobs which cannot be effectively done simultaneously. So, they have to dedicate a significant portion of their income to daycare and outsource most child-rearing to ill-equipped public schools.

You are chastising the woman in OP for being selfish and naive, but her problems are really macroeconomic and impact EVERYONE. We will see complete economic collapses in much of the developed world due to low birth rates as there will be a crunch of too few workers to provide retirement and healthcare to the elderly who outnumber them.

The solution in the macro is for policies which either make being a single working mother easier or to make working as a mother unnecessary by wages and purchasing power affording families a decent life off of one working breadwinner.
