Wrong gun for that holster. Trigger is exposed. Looks like a holster for a compact and he has a full frame gun.

It's more than just having the wrong holster. A holster that allows a pistol to be fired from while holstered may qualify as an AOW. The Any Other Weapon category requires a tax stamp just like sbr and machine guns do eccept its a $5 tax instead of $200.
I'm not sure if that is the case here but it does raise eyebrows and that's not a good thing.

It screams to the hood rats walking around the building corner to rob the place “take me out first I’m not professionally trained, with no LEO or combat vet experience.”
I realize that’s a far fetched scenario and rare, but the possibility is not zero. He’s a target, likely not a very strong one able to effectively defend himself.
I open carry when I’m hunting or after hurricanes. Otherwise, concealed.
