You wait til that “one minute” it stops raining and start the game? Then when it begins pissing rain in another half hour, what do you do?

It doesn’t. “99% chance of rain” means 99% of the area will see at least some rain.

And maybe you should look at he hourly forecast. It has rain in the forecast all day tomorrow, and very high chances all day Saturday. And if you are familiar with baseball, you can't have stops and starts all day long. All pitchers will get burned that way.
