As much as I hate LaToya, you can blame Mitch’s policies for the downfall of the NOPD. While you can blame LaToya for not fixing it when she took over, make no mistake that this was his doing.
I took this pic of the interim police chief “walking the route” before a parade down Magazine. She’s surrounded by no less than 8 officers, being trailed by at least 6 SUVs with 2 police in each. I’d bet $$ that that this is as close to street work that they’ve seen in their careers.

Cops everywhere in the USA have calculated that it is not in their best interests to encounter black people. Even if they are at the site of violent crime, they often turn the other way. If they do their jobs it is too likely that they will end up in prison, or fired with loss of pension.
