Again, in town. You typically do not need a raincoat in and around civilization in the coastal NW. A tourist to downtown Seattle does NOT need a rain coat. Again, the rain here is typically a light drizzle. Very few locals use umbrellas here, because we don’t have to.

I would not give the same advice for folks venturing out into the wilderness. I too own rain gear, but that isn’t ever for walking around doing tourist shite in downtown Seattle.
