The NBA doesn't revere them like NYC did in the 70s. I don't know why but it is probably politics and marketing.
Wilt is the GOAT but he gets pushed to the backburner because of his personality and shenanigans. Russell was actually the same kind of way through the 80s and 90s, he had quit on the Celtics, went MIA, denounced basketball, skipped his HOF induction and had no contact for decades. It wasn't until he started playing nice again (after Wilt died) that the NBA started honoring and revering him. That's really why he's got this legacy now, much of it was rebuilt since the late 90s.

Not underrated in the "no one thinks he's good" sense, but Tim Duncan.
