The mall is private property, they can have whatever dumbass rules they want.

As such though, they will have to bear the responsibility of public pushback when evidence of this dumbassery surfaces.

You can't really be the "Mall of America" if you're cracking down on something like this simply because it may offend someone. If I lived in that area I would be very tempted to wear that same shirt then force them to arrest me on the gamble that the MoA would be willing to pay me to not make a big deal of this.
