I have bought from great river before. They were the first call. They told me I could get on a long list for red or if I wanted camo, to call back in June. Couldn’t even get on a list for that one.

Supply chain issues effected the ability of companies to keep up with demand.
Same as cars.
Go to a 4 wheeler dealership and they might have 1 or 2 in stock as opposed to 3 years ago when they had 50.
Most are sold before the dealership gets them.

I am not familiar with this across-state-lines things on vehicles, but that seems crazy to me.
Just for conversation sake.
If a WA state (sales tax state) resident buys a car in Oregon (no sales tax) the dealer you are dealing with will make you pay the WA state sales tax. Cash or not.
If an Oregon resident goes to WA state you won't pay sales tax but you'll have to provide more than an Oregon driver's license because there are plenty of people who know how to work the system. Don't ask how I know.
If a WA resident buys from a private party in Oregon no extra $ is paid for sales tax. You'll do that when you register your vehicle in WA.

Bought a boat from Alabama. They had me sign papers saying they "delivered it" to me in Louisiana and I took ownership in Louisiana to avoid all the extra headache.

Cash shouldn't make it any different. Still have to pay a use tax in LA when you return to get a title for it. As far as Ark getting a share of tax, could be true but if so, then it should be deductible on the LA use tax. I'd check the SALT laws in both areas if I were you.

Bought a SxS in Arkansas. Lived in Louisiana at the time. Did not pay Arkansas sales tax, just paid in Louisiana. Do NOT pay any Arkansas tax. That does not sound on the up and up to me fwiw.

Yes, it does. If there is no lien holder, there is no incentive for the dealership to secure your title for you. If you are purchasing in-state such as in louisiana, they are required to collect your taxes.
There's a reason that the taxes are turned in and audited separately far say Parts versus a new vehicle purchase. The receipt of said taxes is under the purview of two separate State agencies.

Financing? Required for new purchases in louisiana? States report purchases now?
I can keep going.
Mine are purchased here, registered here, but i carry the registration for up north when we hunt. Hefty ticket in some states.

To get a title. If you ever want to sell it most people won’t buy it without a title. Especially if it’s a 20k SxS.

Hence look into the two State's SALT regimes. If buying out of state and bringing it back into LA to title, there will likely be a use tax, which is basically a sales tax. Regardless of the medium you choose to purchase it with..

I've purchased cars, trucks, bikes, 4wheelers, side by sides, boats, tractors, jet skis, engines, and other titled items in tx, Ms, and Al for personal use. And quite a few vehicles for business use.
In all situations not financing I signed a release of titling obligation form and rook the MSO to louisiana or south dakota for titling.
