I think the recruitment of Arch goes much deeper than a family affinity for a certain school.

I do not think that the Mannings would trust the development of Arch to the current Ole Miss coach, who has a history of frequent job changes and a certain level of immaturity.

I highly doubt that Eli would have gone to Ole Miss if David Cutcliff had not been the HC at the time of recruitment.

The decisions to go to a certain school had more to due with staff than the school itself with Payton and Eli and there is no reason to think that would change for the recruitment of Arch.

Of course, this is just my personal opinion based upon what I have perceived from the recruitment of Archie's children.
