Yes it is. Only one state, Alabama, requires the person voting be the one to drop off a ballot.
So while not a 3rd party collecting
Mom fills out 10 ballots has family members sign them and puts them in Dropbox
You also don’t see any social media campaigns by republicans

Warnock wins easily today, no cheating needed.
There is nothing to really drive GOP turnout. Dems already have the Senate with 50+ Harris, so a Warnock win to get to 51/49 doesn't change much. With the GOP running the House most legislation is gridlocked already.
Kemp has kept his ground game in place since the general and is using it to support Walker; I think I saw Mitch had dumped another $11 million in support. So it may be closer that without that, but still I think Warnock wins by 2-4 points.
