Terrible candidate as well, but he did something that Shapiro has emphasized for years: he made the race a referendum on his opponent, Oz. He made him out to be a carpet-bagging TV doctor who was a clown. When you make the race about your opponent and a referendum on them then your opponent will lose.

I despise Fetterman, I think that he’s a jerk and a bully, and I would have voted for Oz,but don’t underestimate how much people dislike Oz.
People up there saw him as a carpetbagger, from the hated NJ.
My mother was telling me 15 years ago, what a snake oil salesman Oz was. Thousands of people had made up their minds about him years ago, and nothing was going to change that.

Candidate quality matters to Rs and I dependents with regard to voting enthusiasm not so much to Ds. They just want elected Ds to vote 100% with the DNC.
