Milwaukee election worker under investigation for ballot fraud

MILWAUKEE —
The deputy director of the City of Milwaukee's Elections Commission is under investigation for election fraud. Milwaukee city leaders say Kimberly Zapata requested military ballots to a state representative's home. Mayor Cavalier Johnson says Zapata was forthcoming.
"This has every appearance of being an egregious blatant violation of trust this matter is now in the hands of law enforcement," said Mayor Cavalier Johnson.
Earlier this week, State Representative Janel Brandtjen shared pictures on social media of three military absentee ballots addressed to someone named "Holly" sent to her home. Brandtjen is also the chairwoman of the Assembly Elections Committee.

Brandtjen is a Republican, so this would seem to be another example of someone doing it just to show how easy it is. A guy in Racine or Kenosha did this in 2020 as well. The Dems are upset and want them prosecuted as it undermines their claim the elections are perfectly safe from fraud.

Sounds like someone requested military ballots (typically a GOP group, I would think), and the official just sent them without confirming the address or confirming a military background.
Is that “fraud” or just dereliction of duty (laziness)?
