Depends on how it is wired at the switch, in most cases this is a relatively easy fix for a good electrician though. I've done this type of change numerous times, it really is just a matter of having the right tools.

Absolutely. The hardest part of this job is making sure you drill in the top plate (if your lucky enough that the person that drilled the hole originally drilled it big enough to slide a cable down the same hole)
