It's not about the 3 timeouts.
It's about whether you think a 64 yard FG is more likely to be made than getting a first down on 4th and 5, and then kicking one from 59 (or less).
I certainly would have gone for it on 4th.

Because the kicker can make it and win the game. I have no problem with kicking it there. McManus has plenty of leg. He missed it, score more the 16 points in the other 59 minutes of the game
