I think about this a lot as well. How did Europe and North America, and most of Asia of South America overcome corruption enough to make functional systems of government but Africa can not.

There are still hunter gatherer tribes in South America.
Modern civilization in South America is due to European colonization. It was basically identical to Africa before that.
