So, the president, with the power to declassify, can commit a crime while in office by not going through this procedure to declassify a document? Handing such a document to an ally president, for example, would be a crime if he hasn’t satisfied a procedural declassification requirement?
On that note, is there such a thing as “classified info” or can only documents be classified? If information can be classified and the president wants to disclose such information verbally, what’s the procedure restraining the presidents words before he can disclose?

The President has the ultimate authority to classify/de-classify, all in the military/DoD/etc who have authority to classify/de-classify receive it only through delegation which originates from the President.

Except there is a memo from January 19, 2020 stating he was declassifying everything in the Crossfire Hurricane investigation that was not subjected to FISA authority.
