What's the holdup on major drainage projects in East Baton Rouge? Here’s some explanations

While the city-parish is making significant strides in the array of flood mitigation work on tap, there are some projects that are still waiting in the stagnant waters of bureaucratic red tape.
quote:
Those projects are many of the ones attached to a FEMA Hazard Mitigation Grant the Metro Council earmarked funding for three years ago.
quote:
As often is the case with federally funded projects, bureaucracy is often cited as the holdup between when projects are announced and when the public starts seeing shovels hitting the ground
quote:
"Every government project has its own rules, regulations and policies we have to follow," explains Fred Raiford, the city-parish's director of transportation and drainage. "It's the process. And if we don't follow them, we open ourselves up to losing federal money (and) that's not a good solution either."
quote:
Matching funds for the slate of projects were approved by the Metro Council back in September 2019. That was after a nearly two-year wait for grant approval from the federal government for flood mitigation work the city-parish identified following the 2016 floods.
quote:
The 25% match for the six projects, estimated at around $42.3 million, was mostly for engineering and design work.
quote:
It still could be another two to three years before there is actually any tangible movement on those projects. They're all in varying stages of the review process by FEMA due to plan amendments. All the necessary funding has been secured though.

If Baton Rouge has another Historic 2016 Flood the flooded portions will not come back again.

Affluent areas which flood will pull up stakes and move elsewhere completely.
Poor areas which flood will be like ants floating in the water to resettle wherever they land.

Is not problem. You can only do so much when your hands are tied...

He’s been in a EBR transportation/DPW leadership type position for the past 40 years.

This does not give you the ability to supersede a federal process to obtain federal funds.

This right here is BS. Those projects have always need to be done and the parish is laundering the fema money and not spending their budget.

Let us also not forget that EBR allows all areas to be developed even flood plains and then they do nothing to the existing drainage.
The entire area that is now the Mall of Louisiana once drained all of Wards Creek. All the area north of I-12 in Baton rouge drains into Wards or Claycut Bayou.in 2016 there was no place to slow the water and Jones Creek Backed up as well as all the areas in Sherwood that could have drained better if not for this development.
What did EBR do, they developed it more going toward St. George Church.

I dont live in Baton Rouge (or Louisiana for that matter) but I would say the biggest issue is corruption.
As bad as politicians and bureaucrats are here in Alabama they could learn plenty from the ones in Louisiana.

This is just like the road projects and the synchronized traffic lights.
If I didn’t have a job, I’d be protesting outside of that dumb bitch’s office every day. Guess what, you get her for one more term too.
