The argument...and take it or leave it...is not (necessarily) that you have the right to the abortion (although I have seen some signs that say “Safe, Legal, On Demand, And Free”, so at least some people are along those lines) but more so that you have a right to pursue an abortion unencumbered by the government.
A logic similar in lines to the right to bear arms. The Second Amendment doesn’t guarantee you any particular arm. (You still have to buy/pay for it.) Only the right to bear one.

Something tells me the boat won’t just be allowed to float in a federal waters performing medical procedures. Also, how will women be ferried to and from it? I know by boat, obviously, but there has to be some sort of plan for actually making a ferry service happen.

There is an answer. Louisiana has laws against homicide and feticide. There have been cases where someone killed a pregnant woman and was convicted of both homicide and feticide.
