I just watched a Netflix show about what Phoenix did when they had a serial shooter. Turns out they recognized early that they had a serial shooter so they put together this thing called a "task force". This "task force" was a bunch of cops who were pulled from other areas and given the task of catching these people before more people got killed. This "task force" went out and talked to everybody and finally somebody turned the bad guys in then everybody in Phoenix was all happy again.
Have y'all thought about trying that?
