What these cities seem to have in common is a lot of poor people. This seems to bring the average expenditures down.

Most bullshite list I've ever come across. I lived in Midland after college in 2014 for 3 years. My one bedroom apartment was $1,300/month, 599 square feet. So they're telling their readers that the average rent in $716? Can't imagine the shitholes they're talking about.
