So the incorporation of the proposed city would “harm” a separate city? Is that a legitimate basis for denying the proposed city’s petition for incorporation (which its own residents support)?

Baton Rouge could need the money from St. George to support its service contracts, while St. George could still be non-viable without the same service contract terms Baton Rouge currently has.
Still, you would think there is a reasonable way to settle the split, financially speaking.

This is so fricking stupid. What the hell was the point of the vote then if the final decision is made by a judge who doesn't want to see Baton Rouge suffer while St. George prospers?
you doubt they could fully fund services? Which services we talking about? We already pay taxes for the services we already receive?
