Actually people were concerned about an undercount back then when the prior administration moved up the deadline to complete the survey. It was initially October 31 at that time but was moved to about a month earlier than that.

Federal dollars have always been tied to a population count, so when areas are counted less than others, then they have lesser access to the dollars.
