What teams in the 1990s were good, but didn't have a good #1 Wide Receiver?

Overheard Michael Irvin talking on NFL Network about how in the 1990s all the good teams had a good #1 Wide Receiver even if they didn't have a good QB. (Made me think of the Lions with Herman Moore)

1996 Panthers. Went 12-4 and their best WR was Muhsin Muhammad.

Marino didn’t have elite receivers in the ‘90s, as far as I can remember.

Shoutout to the Denver Broncos getting it done with Shannon Sharpe (7th Round Pick), Rod Smith (Undrafted), Ed McCaffrey (3rd Round), and Terrell Davis ( 6th Round)
ETA: As someone said, that 98 Falcons, IMO that team hugely over performed. Won their first 2 playoff games by a combined 5 points,

I always thought Eric Martin was a helluva player but Carl Smith and the Saints offense in the early 90's was conservative as could be.
