The three memoranda were originally signed by three nuclear powers: the Russian Federation, the United Kingdom and the United States. China and France gave somewhat weaker individual assurances in separate documents.

Except for the fact that the USA signed a treaty to assist Ukraine with defending its territorial integrity. So the USA actually has a reason to be involved.
