Pre owned good condition is fine. His favorite watch is a vintage Rolex.

Only Omega you will find at that price will be vintage. It will fit the bill, but it most likely won’t be in good shape. If it is in good shape, it is probably a frankenwatch or has a been redialed.

A Seiko SARB033 or SARB017 Alpinist could both be found below your budget and would look great on a stainless or leather band.
The stock leather on the Alpinist sucks but that’s an easy fix.

You may find a gently used Omega in that price range, my favorite watch I own is an Aqua Terra I picked up for $1500 in like new condition with box/papers.
I like it so much I sold my Explorer 2.
The fact he likes small faces opens up a whole world of vintage as they are not the flavor of the month, look around for a old Hamilton, you can pick up US issued WW2 models pretty reasonably, cool with a bit of novelty and history.

Doubtful. If you do, it will be a quartz movement. Don’t get a quartz movement.

That is about as accurate as me saying I have a 12" johnson. That being said it is true most Swiss mechanical watches in the $1200 and under range will have an ETA 2824, 2892 or a clone/close variation based on the ETA architecture.
For a gift in that price range, I would usually consider Tissot, Certina, Baume and Mercier, Longines and Oris. I personally would avoid micro-brands as a gift to anyone that isn't a watch nut. I personally would also avoid used/vintage as a gift. If there is an issue I want to be able to tell the person just to send it back to the manufacturer and not have to deal with a non-warranty situation. I don't like to give gifts that keep on giving back to me.
