Most are. The worry with the positive vaccinated players is less that they'll get seriously ill (although there's still some smaller chance of that) and more that they'll pass it on before they've cleared the virus, possibly to someone who is NOT vaccinated and at more risk of bad outcomes. Which has essentially been the public health approach to epidemics since...well, the development of public health departments.

literally nothing about COVID has ever been the “approach” before

It was made in a lab
We are being forced to mask
We made a vaccine in less than a year
People are losing their jobs for not getting vaccinated
