Texas for sure. If those tweets regarding outright payments to player are genuine, then I’m not sure how that’s within the NIL allowance.

Or maybe it is, but if so, why aren’t other schools being so brazen?

Somebody should report their arse. If OM gets taken down for an uncharacteristically strong recruiting class which was solely the result of dishing out major $$$s, then Aggie should too.
