Odd wording. Don't usually see submarines referred to as having "crashed."
I'm assuming the USN tails/tracks these things every time they leave port so I'd bet we know exactly what happened to it and where it is.

I would say with reasonable confidence that the USN tracks these things, chinese, russian, or otherwise, every time they leave port and knows exactly where they are without exception.
If NASA, the last government agency on the teat, can design and build a radio telescope that can see to the edge of creation, DAPRA can certainly build a device that can find from low-earth orbit a 300' metal tube, 40' in diameter, submerged in 1000' feet of water.
